STATE BOARD OF REGENTS

(a) There is appropriated for the above agency from the state general fund for the fiscal year ending June 30, 2025, the following: Kansas blueprint for literacy................................................. $10,000,000 Provided, That expenditures shall be made by the above agency from such account in accordance with the Kansas blueprint for literacy: Provided further, That on or before September 1, 2024, the executive officer of the state board of regents shall certify to the director of the budget that each of the following research educational institutions has implemented two three-credit hour applied application courses and included such courses within the approved graduation requirements to earn a degree in elementary education and has implemented a common performance-based assessment for such courses on or before August 2024: The university of Kansas, Kansas state university and Wichita state university: Provided, however, That if the executive officer does not certify that the university of Kansas, Kansas state university and Wichita state university have implemented such courses and assessment on or before August 2024, then on September 1, 2024, of the $10,000,000 appropriated for the above agency from the state general fund in the Kansas blueprint for literacy account, the sum of $1,000,000 per institution that did not implement such courses and assessment is hereby lapsed: And provided further, That on or before September 1, 2024, the executive officer shall certify to the director of the budget that each of the following regional educational institutions has implemented two three-credit hour applied application courses and included such courses within the approved graduation requirements to earn a degree in elementary education and has implemented a common performance-based assessment for such courses on or before August 2024: Emporia state university, Fort Hays state university and Pittsburg state university: And provided, however, That if the executive officer does not certify that Emporia state university, Fort Hays state university and Pittsburg state university have implemented such courses and assessment on or before August 2024, then on September 1, 2024, of the $10,000,000 appropriated for the above agency from the state general fund in the Kansas blueprint for literacy account, the sum of $500,000 per institution that did not implement such courses and assessment is hereby lapsed: And provided, however, That no expenditures shall be made by the above agency or any university from such account for the development of such courses or assessments: And provided further, That, at the same time as the executive officer transmits a copy of such certifications to the director of the budget, the executive officer shall transmit a copy of such certifications to the director of legislative research.
