As used in this chapter, "business incubator" means real and personal property that:
(1) is located in a certified technology park;(2) is subject to an agreement under section 12 of this chapter; and(3) is developed for the primary purpose of attracting one (1) or more owners or tenants who will engage in high technology activities.
