(b) In addition to any other explanatory text required by law, the ballot must also contain a statement that reads substantially as follows: "To vote on this public question, make a voting mark on or in the square to the left of the word "YES" or "NO".". (c) Except as expressly authorized or required by statute, the commission, the election division, or a county election board may not authorize the printing or use of ballots that contain language concerning the public question other than the language authorized by a statute. (d) A public question printed on a ballot shall be set forth without any quotation marks preceding or following the text of the public question.
