Section 3-11-15-40 - Reconciliation of sum of selections and undervotes

After every ballot is cast, a reconciliation of the sum of selections and undervotes must occur. The undervotes may not be generated as a default but must be generated as the result of scanning the ballot as the ballot is cast.
