A security interest, for the perfection of which filing or the taking of possession was required under this article, as effective on December 31, 1985, and which attached before January 1, 1986, but was not perfected, is considered perfected on January 1, 1986, if P.L. 93-1985 permits perfection without filing or authorizes filing in the office or offices where a prior ineffective filing was made.
