As used in this Act, unless the context otherwise requires:
(a) "Department" means the Illinois Department of Human Services.(b) "Women, Infants and Children nutrition program" and "WIC" mean the federal Special Supplemental Food Program for Women, Infants and Children created by federal Public Law 92-433, as amended.
