Section 405 ILCS 80/2-16

The Department shall adopt rules pursuant to the Illinois Administrative Procedure Act to implement the Home-Based Support Services Program for Adults with Mental Disabilities . The rules shall include the intake procedures, application process and eligibility requirements for adults with mental disabilities who apply for services under the Program.
