There is created a Department of Human Resources for the district, the executive officer of which is the Director of Human Resources , hereinafter in this Act called the Director. Any person appointed as the Director shall have previously served in a responsible executive capacity requiring knowledge of and experience in human resources management to a degree commensurate with that required in the human resources administration of the district.
