Section 65 ILCS 90/4 - Municipal powers and duties
The corporate authorities shall have the following powers and duties:
(a) to exclude any territory proposed to be included in a zone if it finds that the territory will not be benefited by becoming a part of the zone; and(b) to include any additional territory in a proposed zone if it finds that the territory will be benefited by becoming a part of the zone.
