Conn. Gen. Stat. § 29-244

In the examination and inspection of premises provided for in section 29-305 , the officer making the inspection shall ascertain whether there is a valid operating certificate displayed as required in section 29-238 and, if there is no such certificate displayed, he shall at once inform the Commissioner of Administrative Services.
