The Commissioner of Children and Families shall adopt regulations in accordance with chapter 54 setting forth standards for licensing of child-placing agencies, as defined in section 17a-93. Such regulations shall (1) set minimum standards for homes in which children may be placed, (2) require that a child-placing agency have a minimum of two staff persons who are qualified by a combination of education and work experience, and (3) require that a child-placing agency be a nonprofit organization qualified as a tax-exempt organization under Section 501(c)(3) of the Internal Revenue Code of 1986, or any subsequent corresponding internal revenue code of the United States, as from time to time amended.
