Conn. Gen. Stat. § 14-79

Section 14-79 - Penalty
(a) Except as provided in subsection (b) of this section, the Commissioner of Motor Vehicles may, after notice and an opportunity for a hearing, in accordance with the provisions of chapter 54, (1) suspend, revoke or withdraw the license or licenses of any licensee, or (2) impose a civil penalty of not more than one thousand dollars for each violation on any person or firm, that violates any provision of this part or any regulation adopted under section 14-78 . In addition to, or in lieu of, the imposition of any penalty authorized by this section, the commissioner may order any such licensee, person or firm to make restitution to any aggrieved customer.
(b) If the commissioner determines that an imminent threat to public safety or welfare exists by reason of a licensee's continued possession of an instructor's license or a master instructor's license, the commissioner shall suspend, revoke or withdraw such license and schedule a hearing, in accordance with the provisions of chapter 54, not later than twenty days after the date of such suspension, revocation or withdrawal.
