In addition to any contract assistance paid to the authority under the provisions of this chapter or any other general or special law, the executive office of administration and finance, acting on behalf of the commonwealth, shall, on the recommendation of the secretary, enter into a contract or contracts with the authority providing for additional contract assistance, in amounts appropriated, for the authority's net additional expense of providing rail service to cities and towns outside the area constituting the authority under contracts with said cities and towns, and such amounts shall be paid by the commonwealth to the authority and shall not be reimbursed by said cities and towns to the authority.
