The secretary of veterans' services shall promulgate rules and regulations pertaining to the operation and administration of the state-operated veterans' homes. The secretary, in consultation with the executive director of veterans' homes and housing, shall continually evaluate the performance of the state-operated veterans' homes and take any action necessary to ensure the safety and welfare of residents of the homes.
