Whenever authorized by federal law and as required by this chapter, this chapter shall modify, limit and supersede the Electronic Signatures in Global and National Commerce Act, 15 U.S.C. §7001 et seq., except 15 U.S.C. §7001(a); provided, however, that nothing in this chapter shall authorize electronic delivery of any of the notices described in 15 U.S.C. §7003(b).
