(a) A person whose interest is substantially affected by an action of the Department pursuant to a provision of this chapter or the regulations promulgated under this chapter may appeal to the Environmental Appeals Board in accordance with § 6008 of this title.(b) Appeals from a decision of the Environmental Appeals Board may be taken in accordance with § 6009 of this title.73 Del.
