(b) The Department of Education shall establish rules and regulations for the assignment of early education personnel employed pursuant to § 1336 of this title who are not otherwise classified.(c) Any employee paid from this section shall receive as a salary the amount for which the employee qualifies under § 1336 (a) of this title, plus an annual amount for additional education that is clearly related to the individual's responsibilities as defined by the Department of Education as follows:Bachelor's + 15 $1,520
