N.Y. Lost & Strayed Animals Law § 10

The department of health of any city having a population of over two million, in consultation with the American society for the prevention of cruelty to animals, shall prescribe standards for such city for the humane treatment of animals impounded pursuant to this act and shall provide for regular inspection to ensure compliance with such standards.
