Within amounts appropriated therefor, by January first, nineteen hundred ninety-five, the commissioner, in consultation with the New York state biodiversity research institute created pursuant to section two hundred thirty-five-a of the education law, shall conduct a review of lands currently in state-ownership and under the department's jurisdiction to identify lands and waters that harbor plants, animals, and ecological communities that are rare in New York state.
