Except for matters pending before the commission, no action or proceeding, civil or criminal, pending at the time when this act as amended shall take effect, brought by or against the commission, shall be affected or abated by the enactment of this act or by anything therein contained. No existing right or remedy of any character shall be lost or impaired or affected by such enactment.
