Notwithstanding any inconsistent provision of law, and during the defense emergency, under and pursuant to such regulations as may be adopted jointly by the state commissioner of correction, the state commissioner of commerce and the state commissioner of general services which they determine will best utilize the labor of prisoners to aid the defense effort, equipment, goods, products, articles and materials essential to the defense effort may be manufactured, produced, processed, reprocessed, treated, altered or repaired in any prison, reformatory, penitentiary or jail or other correctional institution in the state with the labor of prisoners therein and distributed or sold in accordance with such regulations. Such regulations may be amended or repealed from time to time but no such regulation or amendment or repeal thereof shall become effective until approved by the council.
All of the provisions of article seven of the correction law, not inconsistent with the provisions of this section or inconsistent with the regulations adopted pursuant to this section, shall be applicable to the work performed and actions taken under the provisions of this section.
