Section 23-d - Taking necessary steps for continuing the operation of essential railroads

If cessation of operation of a railroad, whose continued operation is essential in order that it will be available as an operating transportation facility for materials and otherwise, in the interest of the public safety and security and the health of the people in the event of attack, has occurred or is impending, such railroad being in receivership by order of a court having jurisdiction of an action or proceeding in which receivers have been appointed for such railroad, the state civil defense commission may take all necessary steps for the continued operation of such railroad, and for such purpose the commission shall employ the moneys appropriated to it by this act.
