Section 33-12-106.5 - Alternative means of park entrance - fees - rules
(1) An individual entering a state park or state recreation area by means other than by motor vehicle must purchase a pass in accordance with commission rules.
(2) The commission, by rule, shall establish fees for passes for individuals entering a state park or state recreation area by means other than by motor vehicle. The commission may establish exemptions from such fees.

Section 11(3) of chapter 273 (SB 21-249), Session Laws of Colorado 2021, provides that the act changing this section applies to conduct occurring on or after September 7, 2021.
