Section 19-105 - Construction(a) The provisions of this title are to be liberally construed to accomplish its objectives and purposes.(b) For purposes of administration, the Commission shall construe the provisions of this title.(c) A decision of the Commission is subject to judicial review under § 19-113 of this title.
