Section 7-104 - Preparation of draft of proposed budget(a)(1) The Secretary shall prepare for the Governor a draft of the proposed budget.(2) The draft shall: (ii) eliminate duplication and conflict; and(iii) include each item that the Governor is required by law to include in a proposed budget.(b) The Secretary shall include in the draft items for capital improvements.(c) The Secretary may specify: (1) the form to be used by a unit of the Executive Branch of the State government or a private entity to request an appropriation from the State;(2) information that must be submitted with the form; and(3) the time for submission of the form.
