Section 9-651 - Consolidation of administrative matters of service areas(a) If consolidating administrative matters of service areas will not impair any bond obligation incurred by a district under this subtitle, the district may consolidate the administrative matters of service areas in accordance with this section.(b) If the action promotes efficient operation of the service areas, a district may: (1) Consolidate the operational, engineering, and financial functions of service areas;(2) Allocate costs among service areas; and(3) If this subtitle does not commit the funds for a specific purpose, combine funds of service areas.
