The department shall have authority to promulgate regulations governing:
(A) To determine unzoned industrial areas for the purposes of this chapter;(B) The specific procedures for obtaining a permit for junkyards;(C) The specific requirements governing the location, planting, construction, and maintenance of material used in screening and fencing.
