Iowa Code § 309.27

Section 309.27 - Report of engineer

In addition to meeting the requirements of sections 309.22 through 309.26, the county engineer, when so ordered by the board, shall make a written report to the board designating, in the order of importance, the roads which, in the engineer's judgment, are most urgently in need of construction.
