Section 32-12A-3 - Application for registration; fees; registered agents(a) An application for registration or continued registration shall be made to the Secretary of the Alabama State Law Enforcement Agency or an authorized agent of the agency in a form prescribed by the secretary. The form shall state the name and address of every owner of the vehicle.(b) A person who purchases an all-terrain vehicle or recreational off-highway vehicle from a retail dealer may make application for registration to the dealer at the point of sale. The dealer shall provide the registration application to the purchaser and submit the completed registration application and fees to the secretary at least once each month. The dealer may deduct a fee of two dollars fifty cents ($2.50) for each registration.(c) Within 30 days after the receipt of the application and the appropriate fee, the secretary or agent shall issue to the applicant or provide to the dealer an assigned registration sticker. Once issued, the registration sticker shall be affixed to the vehicle in a manner prescribed by the secretary.(d) Each agent for the registration of boats may also be a registered agent for all-terrain vehicle or recreational off-highway vehicle registration. The secretary may prescribe the accounting and procedural requirements necessary to assure efficient handling of registrations and registration fees. Agents shall strictly comply with the accounting and procedural requirements.(e) In addition to other fees prescribed by law, an issuance fee of five dollars ($5) shall be charged for each all-terrain vehicle or recreational off-highway vehicle registration renewal, duplicate or replacement registration certificate, replacement decal, or an all-terrain vehicle or recreational off-highway vehicle registration transfer issued.Ala.
