Ala. Code § 31-5A-5
The commissioner, subject to the approval of the board, shall appoint an executive director for oversight and coordination of all state veterans homes and shall also appoint an on-site director for each state veterans home. The executive director and director positions created pursuant to this section shall be exempt status , and shall be subject to guidelines established by the board. Each director shall be appointed on the basis of education, ability, and experience in the administration of medical facilities or nursing homes, without regard to political affiliations. Each director shall perform his or her duties in accordance with the rules, guidelines, and general policies established by the board and as provided in this chapter.
