Section 8304 - "Legislative body" defined"Legislative body" means:
(a) In the case of a county or city and county, the board of supervisors.(b) In the case of a city, the city council or other body which, by law, is the legislative body of the government of the city.(c) In the case of the California Transportation Commission, the commission.Ca.
