This article shall become inoperative on the date the Director of Transportation certifies to the Secretary of Business, Transportation and Housing that all construction activities for the seismic retrofit or replacement of all state-owned toll bridges is complete, or June 30, 2005, whichever occurs first, and as of that date is repealed.
