With the submission of a stewardship plan, a program operator shall submit to the department an initial stewardship program budget for the first five calendar years of operation of its stewardship program that includes both of the following:
(a) Total anticipated revenues and costs of implementing the stewardship program.(b) A total recommended funding level sufficient to cover the plan's budgeted costs and to operate the stewardship program over a multiyear period.Ca. Pub. Res. Code § 42033
