Section 25105 - Construction"Construction" means onsite work to install permanent equipment or structure for any facility. "Construction" does not include any of the following:
(a) The installation of environmental monitoring equipment.(b) A soil or geological investigation.(c) A topographical survey.(d) Any other study or investigation to determine the environmental acceptability or feasibility of the use of the site for any particular facility.(e) Any work to provide access to a site for any of the purposes specified in subdivision (a), (b), (c), or (d).Ca.
