Section 51653 - Emption for rental housing developmentNotwithstanding any other provision of law, any rental housing development which is financed from mortgages insured pursuant to this part is exempt from both of the following:
(a) Any local government prohibitions against condominium conversion any time after 10 years from the date a certificate of occupancy is issued. Any condominium conversion shall be made in accordance with the requirements of Article 2.5 (commencing with Section 66452.50) of Chapter 3 of Division 2 of Title 7 of the Government Code.(b) Any rent control, except for units made available to lower income households as provided pursuant to subdivision (b) of Section 51226.Ca.
