Section 851 - Adoption of regulations on keeping and storing gunpowder, hercules powder, giant powder, or other explosives or combustible material

Any board of supervisors may adopt such rules and regulations with regard to keeping and storing of every description of gunpowder, hercules powder, giant powder, or other explosives or combustible material, as the safety and protection of the lives and property of individuals may require.
