A person may not act as or claim to be a navigator or certified application counselor unless the person is licensed pursuant to this article.

For conditional repeal, see L. 2014, ch. 153, s. 7, which provides that A.R.S. Title 20, chapter 2, article 3.4 is repealed if, on or before January 1, 2024, 42 U.S.C. section 18031 relating to health benefit exchanges is declared unconstitutional by the U.S. supreme court or is repealed by the U.S. congress.
