In AS 28.15.221 - 28.15.261
(1) "licensee" includes an applicant for a new driver's license if the applicant's license was revoked under AS 28.15.221-28.15.261;(2) "traffic laws" means statutes, regulations, and municipal ordinances governing the driving or movement of vehicles.
