The court, upon its own motion or a party's motion, may order that proceedings be consolidated or may order a joint hearing. When separate proceedings involving a common question of law or fact are pending before the court, it may order a consolidated or joint hearing of any or all of the matters in issue in the proceedings. The court may make such orders concerning the procedure in consolidated proceedings or in a joint hearing as may tend to avoid unnecessary costs or delay. In making any order under this rule, the court shall have due regard for the convenience of parties and witnesses and the interests of justice.
