Candidates drawn from the lists of medical and lay panel candidates shall be numbered in sequence until all have been drawn. The parties may submit to the referee reasonable questions for the candidates. The referee, when chosen, will promptly propound questions to the candidates, distribute the questions and their responses, rule on challenges for cause, remove candidates peremptorily challenged, and appoint as panelists the highest ranked candidates who have not been removed.
