Prior to January 15 of each biennial year the Court Administrator shall take the secret ballot of the members of the bar from each county. The ballot shall specify the county of residence of the attorney. Election shall be by a plurality of the votes cast. The Court Administrator may solicit and receive the ballots by electronic means.
