In order to assist lawyers in complying with the Rules of Professional Conduct, an Ethics Advisory Panel shall be appointed by the Supreme Court with authority to interpret such rules and to provide an opinion upon the request of any lawyer concerning a proposed action and its propriety in light of said rules. The panel shall consist of five (5) members of the Rhode Island Bar. Any lawyer who acts in accordance with an opinion given by the panel shall be conclusively presumed to have abided by the Rhode of Professional Conduct.
