These rules are intended to provide for the just determination of every criminal proceeding to which they apply. They shall be construed to secure simplicity in procedure, fairness in administration and the elimination of unjustifiable expense and delay.

Rule 2 is essentially the same as Federal Rule 2 and accords with the intent of the Rhode Island legislature that rules of procedure adopted by the Superior Court are to "promote the speedy determination of litigation on the merits." G.L. 1956 (1969 Reenactment), § 8-6-2 (Supp.1970).
