Section 1 - Purpose1.1 The purpose of these Rules is to provide a voluntary method to resolve fee disputes between active members of the Oregon State Bar (OSB) maintaining offices in Oregon and their clients; between those members and other active OSB members; and between active members of a state bar other than Oregon and their clients who either are residents of the state of Oregon or have their principal place of business in Oregon.
