Rule 87 - Legislative Recommendations by the State Bar; Approval by Board of Governors1. The board of governors may call any section or special committee of the state bar, to consider and make recommendations concerning legislative proposals relating to improvements in the administration of justice. The board in its discretion may elect to act upon withhold any recommendation or submit to the membership by referendum or in such other manner as the board may determine. 2. All recommendations to the legislature proposed bv a state bar section shall be submitted to the board of governors before transmittal to the legislature. No member of the state bar shall independently introduce legislation which purports to be endorsed by the state bar without submitting the same to the board of governors as provided in this subsection.
