Notwithstanding any other provision of these rules, an application for an order to a judge in chambers may be made by an attorney. Litigants in proper person, "runners," and friends or employees of litigants must leave proposed orders with the clerk of the court or in the court's lock box. All proposed orders must be promptly delivered by the clerk to the appropriate judge in chambers.
