Procedure(2.1) The Clerk of the Court shall file all pleadings and issue all process. Summonses and subpoenas shall be served as in the Circuit Court; provided, such summonses and subpoenas shall avoid name identification of the accused attorney. Costs shall be paid by the party or person requesting the issuance.
