Rule 3.102 - District Court Rules
(a) Whenever a proposal for the adoption, revision, or modification of a rule of District Court is under consideration by the Court, the Judges shall consult with the Bench/Bar Committee of the Topeka Bar Association and the rule shall be submitted by the Administrative Judge to the committee for its recommendations for a period of thirty days. After receiving the recommendations of the committee in writing, or in the event the committee fails to respond during the thirty day period, the proposal shall be submitted to the Court for decision. If a majority of the Judges of the District Court vote in favor of the proposal, it shall be adopted as a rule or a revision of a rule of the District Court, and it shall become effective upon (1) its filing with the Clerk of the Appellate Courts of Kansas and (2) fourteen days notice in the Topeka Metro News or such other notice directed by the Administrative Judge.
(b) The Bench/Bar committee may request in writing the adoption, revision, or modification of a Rule of District Court, in which event, the proposal shall be submitted for majority vote by the judges of the District Court, and if approved, for filing and notice in accordance with subsection (a), supra.
