All civil cases, which are filed with the Clerk of the Superior Court in which the Court finds or the parties agree that the amount in controversy does not exceed $1,000, except those specifically excluded by Rules 72 through 76 of the Rules of Civil Procedure, or except those in which there is a waiver as provided in A.R.S. § 12-133, shall be submitted to and decided by an arbitrator or arbitrators in accordance with the provisions of A.R.S. § 12-133 and Rules 72 through 76 of the Rules of Civil Procedure.
