All civil cases, which are filed with the Clerk of the Superior Court in which the court finds or the parties agree that the amount in controversy does not exceed $1,000.00, except those specifically excluded by Rules 72 to 76, Arizona Rules of Civil Procedure, shall be submitted to and decided by an arbitrator or arbitrators in accordance with the provisions of A.R.S. § 12-133 and Rules 72 to 76, Arizona Rules of Civil Procedure.
